I depends on your dress too. If its doing something extra up top (like a halter or criss cross) then where it up with some cute spirals hanging from here and there. If its plain (like a tube top) where it down. Round face people tend to look nice with layers. get lots of layers and make sure you get it layered around your face (like Jen Aniston)

Pull it into a high pony and curl it sooooo much with a big culring iron but before you do curl leave to pieces out pf it and let them hang loose around your face! Very pretty!
